1. Demographic Data Collection: Customers purchasing SIM cards for their existing numbers must now submit their Aadhaar and demographic data.

2. Bulk SIM Card Issuance: The updated rules impose limits on the number of SIM cards issued. While individuals can acquire SIM cards in bulk through a business connection, regular users are restricted to obtaining up to nine SIM cards using a single ID.

3. SIM Card Deactivation Rule: With the cessation of bulk issuance, SIM cards that are deactivated cannot be reassigned to another individual until a 90-day period has elapsed.

4. Penalties: SIM card vendors who remain unregistered by November 30 will face fines of up to Rs 10 lakh, with the additional possibility of imprisonment.
